ENERGY EFFICIENCY SPECIALIST
The mission of the South Bay Environmental Services Center (SBESC), a program of the South Bay Cities Council of Governments (SBCCOG), is to serve the region's constituents as the central clearinghouse for energy efficiency information and resources, and significantly increase the availability of information and opportunities to the businesses, residents and governments in the South Bay to help them implement projects that will save water, energy, money, and the environment.
The Energy Efficiency Specialist is a full-time, technical position with responsibilities that are central to developing and delivering core programs and implementing projects with our partners; utilities and municipalities. In conjunction with the SBESC Program Manager, to whom this position reports, responsibilities include:
Develop and manage a strategic work program to realize hard energy and water savings through programs and projects implemented by public agencies, businesses and residents of the South Bay
Analyze data from energy assessments and audits for public agencies, businesses and residents including commercial, industrial, healthcare, higher education and municipal organizations and, if requested, develop recommendations regarding potential reductions in the use of electricity, gas and water as measured in kWh, Therms and Acre Feet of Water. Helpful to know Demand Response
Generate cost/benefit analyses and rate of return calculations
Work with member agencies to utilize available programs and technical support to assist with energy and water savings efforts including utilizing state and local financial rebate and incentive programs available to public agencies, businesses and residents
Oversee the work of engineering sub-contractors or other technical resources by project or task, and supervise the successful completion of that work
Contribute to shaping policy and program initiatives, and strategic and tactical plans, working closely with the SBCCOG Executive Director and the SBESC Program Manager as well as others on staff
Coordinate technical tasks required by SBESC grant programs
Develop and maintain high-level relationships with program partners, city and county facility and energy efficiency staff
Oversee retro-commissioning/re-commissioning of public facilities as requested
Pursue rebate, grant and loan funding opportunities for energy efficiency and water conservation projects
Develop Request for Proposals/Qualifications and negotiate on behalf of our clients for energy efficiency and water conservation related services if requested
Requirements:
5-10 years experience advancing successful energy-efficiency programs
Experience designing and implementing strategic energy efficiency and demand reduction programs
Experience conducting on-site energy audits
Knowledge of utility and water agency programs
Knowledge of municipal and state government energy programs, as well as pending legislation or regulatory developments
Experience working with California local governments and regional agencies strongly preferred
Some experience in urban/regional planning, and transportation is a plus
Understanding of environmental and climate science issues and policy is a plus
Excellent analytical skills
Excellent written and verbal communications skills
Strong presentation skills
Demonstrated ability to work independently and with a team, and meet deliverables and deadlines
Willingness to work collaboratively in a small office environment undergoing rapid expansion
Willingness to participate in meetings and/or critical events and workshops
Flexibility in adapting to changing circumstances and taking on new challenges
Ability to work with diverse communities and audiences
Ability to build and maintain relationships and coalitions through internet, in person and by phone.
Qualifications:
B.A. or advanced technical degree, or equivalent work experience
Certification(s), such as CEM, PE, CSDP, CEA, CMVP, CLEP, or BOC a plus
Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.)
Project Management software, reporting and charting a plus
