Quantum Energy investing opportunity

I have been involved in projects in Latin America to help to reduce poverty levels, but also on Environmental projects
I have been contacted by a group of Scientists working on a Quantum Energy application project in Colombia to produce alternative clean renewable green energy in a cheaper way than wind energy.
A prototype has been successfully produced.
They do need financing ( 1 million USD) to finish a project to generate 1Megawatt. Based on this stage, they want to expand to a project to generate 100Megawatt. The investment proposal they want to present could be a Loan at fair interest ( they offer a collateral, and guarantees of success and repayment); partnership in the energy generating company depending on the investing level; or a joint venture to establish an Electricity Generating company . They are also interested in finding a market in the South American region.
