Does anyone have insights into Department of Energy (DoE) 's vetting process for Greentech applications for funding?

I am highly interested in knowing about the vetting / screening process that the DoE used for the thousands of application they received as part of the screening process which has been mentioned in the NY Times article below.

Does anyone have any insights into it? on the process itself? and on the checklist they use?

We've also been hunting for DOE vetting information, as we want to make it accessible and understandable to CGG users. All I've found so far is this overview a law firm put together on how the DOE is funding projects.
