Dr. Haspel is the founder of the Cogent Analysis Group, LLC. He earned his Ph.D. in Economics from the University of Pennsylvania, and gained 30 years of unmatched experience at the U.S. Departments of Energy and the Interior, where he dealt primarily with energy, environmental, organizational and American Indian issues. He is an internationally recognized expert in energy and environmental matters, and a recognized authority on various American Indian matters.
As a member of the Senior Executive Service since 1988, and as a Deputy Assistant Secretary of Energy (1993-2002) and the Assistant Deputy Secretary of the Interior (2002 -2008), Dr. Haspel has been a leader at the highest levels of the U.S. government in resolving many of the most daunting issues in these areas during this time. For example, among many other accomplishments, he successfully led efforts that resulted in:
• the creation of an Indian trust record system between 2003 and 2008 including collecting, indexing, and storing nearly 500 million pages of records in a state-of-the-art archival facility• construction of an energy efficient demonstration building in Beijing, China in 2003• reorganization of the Office of Energy Efficiency and Renewable Energy in 1999• the integrated analysis of the National Energy Strategy of 1991• reform of the onshore oil and gas leasing program in 1987
In addition, Dr. Haspel was one of the lead U.S. negotiators between 1993 and 2000 at the UN Framework Convention on Climate Change, including the negotiations that led to carbon trading and the Clean Development Mechanism provisions of the Kyoto Protocol in 1997. He also led the revitalization of the 23 nation international Organisation for Economic Co-operation and Development (OECD)’s Climate Technology Initiative between 1998 and 2000.
During his distinguished 30-year career, Dr. Haspel has received numerous honors, both domestically and internationally, recognizing his consistent ability to achieve success even in the face of bureaucratic obstacles.
He was given the Presidential Rank Award of Distinguished Executive, the highest award given a career civil servant, three times and the Presidential Rank Award of Meritorious Service, the second highest award given a career civil servant, two times – receiving them from both Presidents Bill Clinton and George W. Bush. He received the Honor Award for Distinguished Service, the highest award the Department of the Interior grants, and twice received the Secretary of Energy’s Gold Award, the highest honor award at Energy.
In 2000, the Board of Management of the Climate Technology Initiative presented him with an Award for Outstanding Achievement. Further, he has received the Secretary of the Interior’s Executive Leadership Award four times.
All these recognitions attest to Dr. Haspel’s capacity to lead successfully and innovatively and to provide astute and cogent advice.
Dr. Haspel also serves on the Board of Directors for the Alice Ferguson Foundationand the 7th Generation Community Services Corporation (Upper Mohawk).
